Greetings Delegates,

Welcome to the United Nations Security Council. It is an honor to chair a committee that sits at the center of global peace and security.

State exploitation of armed non-state actors is not a fringe tactic, it is a deliberate strategy. When governments arm, fund, or shelter proxies to do what they cannot do openly, they export their conflicts and outsource their deniability. Fragile states pay the price: their sovereignty hollowed out, their instability weaponized by outsiders.

This agenda will force you to confront an uncomfortable truth: the same sovereignty that protects nations from interference is often the shield states hide behind while interfering in others. There are no clean answers here only trade-offs between accountability and escalation, between principle and precedent.

You represent your nations, but in this room, represent them with the understanding that no state's security is truly separate from the stability of the system it operates in. 

Argue like the outcome matters. Debate with rigor. And never mistake a majority for a mandate; the resolutions that hold up under pressure are the ones your rivals could live with too.

The United Nations Security Council - where diplomacy transcends borders, speeches shape decisions, and the pursuit of peace is a shared responsibility.
